Local woman wins big on scratch-off lottery ticket
Diane Babbin happily holds a commemorative $1 million check from the Pennsylvania Lottery. Babbin, a single mother of two children, purchased the winning Millionaire Maker scratch-off ticket at the Shop ‘n Save grocery store on Dailey Avenue in Latrobe.
